How to Apply for a New Identification Card in Missouri
Applicants may get Missouri state ID credentials if they do not hold a valid driver’s license, and wish to obtain secure proof of age, identity and address. While an ID card resembles a driver’s license in many ways, Missouri residents cannot use a non-driver identification credential as proof of their eligibility to operate any type of motor vehicle in the state. Additionally, the header of an identification credential is red, while headers on driver’s licenses are blue, and on commercial licenses, green. Additionally, headers on intermediate licenses are purple, while instruction permits are brown.
To obtain an identification card, customers must apply through the Missouri Department of Revenue (DOR). However, applicants may only do so in person, as customers will need to submit several documents as proof of their eligibility for non-driver identification credentials. Missouri DMV ID Requirements
Under the Missouri DMV state ID requirements, customers do not need to meet any minimum age restrictions before they may apply for standard non-driver identification credentials. However, applicants must reside in Missouri, be U.S. citizens and provide their Social Security Numbers (SSNs), or proof of their ineligibility for an SSN. If applicants are not U.S. citizens, they must present proof of their lawful presence.
As part of these ID card requirements, identification credentials remain valid for six years, if the cardholder is younger than 69 years of age during the time of application. After six years from the original date of issuance, the credential expires on the cardholder’s birthday. If an applicant is 70 years of age or older, however, he or she may qualify for a non-expiring credential.
Moreover, additional DMV ID card requirements apply to those who wish to obtain non-driver credentials for voting purposes. To obtain this type of credential, customers must be at least 17-and-a-half years of age during the time of application. Additionally, customers may not possess any other type of identification that can be used for the purpose of voting (such as a U.S. passport, driver’s license, voter card, student ID, bank statement or military identification credential).
What do you need to get an ID in Missouri?
When obtaining identification credentials through the Missouri DOR, all applicants must submit proof of name, date and place of birth, SSN and state of residence. In some cases, customers may submit additional documents, as well. For instance, several documents needed for state ID applications include:
- Proof of name and date and place of birth. In Missouri, customers may submit a certified copy of a U.S. birth certificate, a valid or expired U.S. passport or a U.S. Certificate of Citizenship. Alternately, customers may provide a photocopy of a certified birth certificate, along with their military IDs or discharge papers.
- Proof of an SSN. Customers may verbally provide their SSNs, or they may present a Social Security card. If DMV ID card applicants do not have SSNs, they must provide a letter from the Social Security Administration (SSA) stating the lack of issuance.
- Proof of Missouri residence. As evidence of state residency, applicants must provide recent documents that include a current residential address, rather than a Post Office Box. Acceptable documents include a mortgage statement, a utility bill, a voter registration card, a bank statement or a paycheck. If applicants are homeless, they may present a letter from a shelter.
- Evidence of name change. If an applicant’s current name differs from the name on his or her identification documents, the customer must also submit proof of the name change. To obtain a government issued ID, acceptable proof includes a certified marriage certificate, a court order, a divorce decree, a Social Security card or a U.S. passport.
Additionally, customers must provide payment for the applicable fee. As payment for the Missouri DMV ID card fee, customers may pay by cash, money order, personal check, cashier’s check or MasterCard, Visa, American Express and Discover credit cards.
Moreover, checks must be written out to the “Missouri Department of Revenue,” and personal checks must include the driving license or non-driver ID number of the customer, along with his or her date of birth and daytime phone number.
Exceptions to these Requirements
To obtain a DMV identification card in Missouri without government-issued proof of birth, U.S. citizens may obtain a certified “No Record Statement” from the state in which they were born. However, they must submit this credential, along with proofs of SSN and state residency. Additionally, they must submit two supporting documents that include name and date and place of birth, or name and age during the time at which the document was issued.
To obtain an identity card, make sure to submit acceptable documentation. This includes the following:
- A child’s certificate of birth (if it lists the DOR applicant as the child’s parent)
- Military, baptismal or school records
- Employment or insurance records
To obtain a state ID card without acceptable proof of birth, customers must submit these materials to the DOR’s Document Review Panel by fax, email or mail. Note: If DMV state ID applicants cannot present proof of eligibility for non-driver credentials, they may also qualify for a one-year exemption if they reside in Missouri and have held a state driver’s license or ID credential for at least 15 years. While temporary ID card holders cannot renew this credential after it expires, they may obtain valid proof of their name, birthdate and place of birth before applying for a new card.
Required Documents for Non-U.S. Citizens
Several other documents required for state ID applications pertain to non-U.S. citizens who wish to obtain identification credentials in Missouri. For instance, non-U.S. citizens must submit proof of name and date and place of birth, in addition to their immigration documents. As proof of their lawful immigration status, they may submit one of the following:
- A foreign passport
- A Resident Alien card
- An Employment Authorization document
When non-U.S. citizens obtain identification credentials in Missouri, their validation periods may vary, depending on when their eligibility documents will expire.
How to Get an ID in Missouri
Knowing where to get state ID credentials saves customers time during the application process. While customers cannot apply to get ID online in MO, they may visit a local driver license office to complete the application process in person. During this time, customers must submit all required documents, and surrender their current driver’s licenses or identification credentials, if applicable.
After completing the ID card application process, customers will receive temporary credentials that will remain valid for 30 days, or until their permanent identification documents arrive in the mail. In most cases, Missouri residents receive their new cards in the mail within seven to 10 business days. If residents do not receive their new credentials within 60 days, they may contact the DOR at 573-526-2407.
Customers must also visit the DMV to get ID credentials for voting purposes. To do so, applicants may visit any driver license office near them. When obtaining a credential for voting purposes, customers must provide an SSN, proof of Missouri residence and evidence of full name, birthdate and place of birth. Additionally, customers must sign a sworn statement.
REAL ID Cards in Missouri
A REAL ID card is an identification credential that complies with federal security standards under the REAL ID Act of 2005. As of October 1, 2020, individuals will need a REAL ID-compliant card to enter federal facilities, military bases and nuclear power plants, or when boarding federally regulated commercial aircrafts. Alternately, individuals who do not hold REAL ID credentials may present a U.S. passport, passport card or another type of compliant document when boarding airplanes or entering federal facilities.
While the DOR does not currently issue REAL ID cards in MO, the state has until August 1, 2019 until the offered identification credentials must comply with the REAL ID Act. Therefore, Missouri residents may continue to use their non-compliant identification credentials or driver’s licenses to board airplanes or enter federal facilities until October 1, 2020. After this date, Missouri residents may present a passport book or card as proof of their eligibility to enter commercial aircrafts or federal facilities.
How to Renew or Replace a State ID in Missouri
Customers may replace a lost ID card in Missouri by visiting any driver license office in the state. Missouri residents cannot replace a credential online or by mail. Additionally, cardholders must renew an identification credential in person, at a driver license office. When doing so, applicants must complete the following steps:
- Verify their SSNs
- Verify their residential addresses
- Provide proof of a new legal name (if their names do not match the names on their renewal postcards or their current identification credentials)
- Pay the renewal fee
If non-U.S. citizens wish to renew their identification credentials, they must present proof of their SSNs, immigration documents, residential address and evidence of a name change (if applicable).
Note: To renew or apply for a replacement ID card as an active duty military member, customers may complete a Mail-In Driver License Application (Form 4317). When completing the application, customers must check the box for a “Class F” license.
DMV ID Costs in Missouri
In Missouri, the cost of purchasing or replacing any type of identification credential is $11. The fee is the same, regardless of whether customers wish to purchase or replace a three- or six-year card, or a non-expiring credential. If obtaining a non-driver credential for voting purposes, however, there is no fee.
If paying the DMV ID cost with a credit or debit card, customers must pay an additional convenience fee of $1.50. For transactions of more than $50, customers must pay a convenience fee of $1.75.
