Turning in your damaged car title with the Connecticut DMV is not mandatory, however, you are strongly recommended to do so. Surrendering your damaged or mutilated certificate of title to the DMV will protect you from possible fraudulent activity. To obtain a car title copy, you must also fill out the online application form and provide payment for the $25 duplicate fee.

- How can I transfer a car title if I have a lien on it?

If there is a lien on your car title, a lien release must be provided. Otherwise, the vehicle title will not be issued. The lien release must be on letterhead paper from the lien holder.
If the lien on your vehicle title has been met, you are not required to apply for a new car title. After the lien holder signs off on the vehicle title transfer, the CT Department of Motor Vehicles mails out a new certificate of title.

However, in order to avoid fraudulent activities and possible misuse of official DMV documents, notify the local authorities of your stolen car title. If your Connecticut vehicle title is lost or stolen, you need to apply for a duplicate car title with the CT DMV. You can replace a lost vehicle title by mail or in person. To replace car titles in Connecticut, drivers need:

- How do I obtain a salvaged car title?

Any vehicle that has sustained considerable damage and which is declared a âtotal lossâ by the insurance company will have the word âsalvageâ stamped on the car title. This means that it is illegal to operate this vehicle in CT and that its registration has been cancelled. If you have rebuilt the salvaged car, you must re-title the vehicle. However, it must pass a Salvage Inspection first.
You will need to present the following documents when visiting a DMV office to re-title the salvaged vehicle:
- Receipts for the major parts used in the rebuilding.
- A copy of the insurance appraisals that declared the vehicle as salvaged.
- A Salvaged Vehicle Repair Report (form K-186) with photographs of the repaired/replaced areas of the vehicle attached.
In addition, the vehicle must have its emissions tested at an emission testing facility. After the vehicle passes the salvage inspection, you can obtain new license plates or re-register the vehicle. You will also receive a new car title with the word ârebuiltâ stamped on it. If the vehicle does not pass inspection, it cannot be re-titled.

- How do I transfer my car title between states?

If moving out of Connecticut, contact the DMV of the state you are moving to for more information on car registration and titling issues.
If you are moving to Connecticut, you are required to register and get car title documentation from the state within 60 days of establishing residency. To get a new car title, visit your local CT DMV and provide the Certificate of Title, properly assigned (only applicable for vehicles newer than 20 years), a completed Application for Registration and Certificate of Title (Form H-13) and proof of identification. - Provide the buyer or the DMV with the Certificate of Title, properly assigned.
- Submit a completed Bill of Sale.

- Complete a Motor Vehicle or Vessel Gift Declaration (Form AU-463), if gifting or donating the vehicle.

If you own a motor home or RV in Connecticut, you must register the vehicle and transfer the vehicle title with the CT Department of Motor Vehicles. To do so, visit a CT DMV office and provide the following documents:
- The Certificate of Title, properly assigned
- A completed Bill of Sale
- A completed Application for Registration and Certificate of Title (Form H-13).
- Proof of identification

Unfortunately at this time the CT DMV does not allow drivers to replace car titles online. The Connecticut Department of Motor Vehicles allows you to fill out an Application for Replacement Certificate of Title (form H-6B) online, however, this form still needs to be printed out and submitted to the CT DMV. Applications sent by mail take about 15 days to process. When your duplicate vehicle title is ready, the CT DMV will mail it to the address they have on file.

The Connecticut DMV requires residents to complete a Bill of Sale when buying or selling a vehicle and when receiving a car as a gift, donation or inheritance. Drivers are also advised to keep copies of the bill of sale form for their personal records as they will need it when transferring ownership of the vehicle.
The CT Bill of Sale contains the driver s name and address, the vehicle’s make, model, year, and color, the vehicle identification number (VIN) as well as the purchase price and purchase date.
