Honolulu
To complete acar title transferbetween states in Honolulu County, you must submit the following set of documents to your local county DMV office:
- Completed CS-L(MVR)-1 form
- Last car registration issued by the other state
- Car title from the other state
- Notarized Bill of Sale if not released by previous owner
- Lien satisfaction letter if lienholder is indicated and the lien is not released
- Current safety inspection certificate
- Bill of lading (shipping receipt) only if out-of-state vehicle permit is absent
- Present Non-Resident Certificate, Form CS-L(MVR)50 for military personnel
If you live in Hawaii County or Maui County
When you are transferring car title between states in Hawaii or Maui, you must collect the necessary supporting documents and fees payment and present everything at your county DMV office.
It is advisable to get in touch with them beforehand to check for forms, recent fees or additional custom-related documents that may be required. Additionally, you must prepare the current car title and car registration and make sure the vehicle is inspected for safety.
Kauai

Counties of Hawaii and Honolulu offer prearranged Bill of Sale forms. Usually these forms are accepted in other counties as well. Before change of ownership, make sure to notarize the Bill of Sale and to include the following details:

- Vehicle Identification Number
- Your name, address and signature
- Other party s name, address and signature
- Odometer reading
- Selling price
Exemptions, for which the Bill of Sale is not mandatory, include when the previous owner has released the car title certificate by using the appropriate section in the form itself and has filed it in accordance with the buyer.
